Update Steam Client
Well I fixed this myself by going into the control panel and uninstalling the 2 Elder Scrolls folders in their. My client is installed on a data drive, so this was not affected and stayed intact. I then reinstalled elder scrolls from a downloaded beta client I had into the folder my client was at.
Steam Client Update Not Working
This updated the launcher, which then gave me a manifest error 209 code, which then I repaired the client and from there it actually worked and I am now in game. It probably sounds convoluted, but it doesn't sound like anyone else was having this problem.
